Board Meeting Schedule
In 2025 the BTHA Board of Directors will continue its practice of holding most Board meetings on the first Monday of the month at 7:30 p.m. The exceptions to the foregoing are the months of January and September when the BTHA Board will meet on the second Monday of the month on account of the New Year’s, Fourth of July, and Labor Day holiday weekends. Those dates are January 13, July 14, and September 8. BTHA Board meetings will continue to be via Zoom until further notice.

FAMILY ZONING PLAN HEARING
On Thursday, Sept. 11, 2025 the San Francisco Planning Commission held the first adoption hearing of the San Francisco Family Zoning Plan. Recordings of the hearing are available here: San Francisco Government TV
Here is a copy of the full agenda for Sept. 11.
Designed to expand housing affordability and create the capacity to build more than 36,000 homes on San Francisco’s north and west sides, the plan allows for increases of two-, four- or more stories in height near transit, shopping and on major streets. Balboa Terrace could be affected – four-story buildings on any interior lot and six-story buildings on any corner or lot exceeding 8,000 feet.
At the Sept. 8 Board of Directors meeting, neighbors from Ingleside Terraces shared a presentation and letter with us. While the Board has not taken a position on this latest update, we want to keep you informed.

The plan was narrowly passed at the September 11 Planning Commission meeting and now moves forward to the Board of Supervisors.

CC&Rs/Bylaws Revisions
The Balboa Terrace Homes Association must update its Governing documents. An association-wide vote to approve the revised Governing Documents will be scheduled in January 2026.
Why Must BTHA Adopt Revised Governing Documents?
Our governing documents have remained largely unchanged since their inception in 1920, making them outdated and noncompliant with both state and federal laws. Additionally, these original documents did not anticipate the major shifts in state and local zoning laws that now threaten to fundamentally alter the character of Balboa Terrace. To ensure our community remains a historic single-family home enclave, it is essential to modernize our governing framework to protect against unwanted development pressures. Finally, California has adopted a robust set of laws regulating HOAs, primarily found in the Davis-Stirling Act. We need to update our governing documents to be compliant with that law and others that apply to HOAs.
