Code of Conduct

The Code of Conduct was adopted by the BTHA Board of Directors in December, 2017 to foster greater courtesy, civility and decorum at meetings of the Board of Directors, and to ensure a more professional process for the proposals, contracts and decisions that appear before the Board, or on its agenda.  Sometime referred to as a Board’s “ethics policy,” behavior in line with the Code ensures greater transparency, accountability and professionalism to better serve our residents.


2026 Director’s Statements

 
 

Gregangelo Herrera – San Leandro Way
I am Gregangelo, a native San Franciscan and a resident of Balboa Terrace since 1979. I am an artist, entertainer, entrepreneur, and longtime community leader. I live and work at the Gregangelo Museum, 225 San Leandro Way, our neighborhood’s only designated San Francisco historic landmark #318, which has served our city for over four decades. It is now a registered legacy business

I have served twice on the District 7 participatory budgeting advisory committee, encouraging 100% city funded collaborative projects benefiting the public, youth and seniors, including the recent Junipero Serra Boulevard plantings on the city owned median at the edge of Balboa Terrace. The installation and maintenance is fully funded by the City, with zero cost to our HOA.

I an committed to responsible stewardship of shared resources, shaped by years of managing limited budges in community-based work and using funds carefully to benefit the common good.

Richard Hill – San Aleso Avenue
My wife and I have lived in Balboa Terrace for nearly 42 years, and I have been a Board member for 7 years now. I am currently the President of the Board.

My priorities are: seeing to it that the Board functions in a professional and collegial manner; the financial health of the Association; maintaining the character of the neighborhood and protecting Balboa Terrace from 6 and 8-story apartment buildings; maintaining the common areas of the Association and the new landscaping on the Junipero Serra median; and I have taken the lead on the new Governing Documents project the past 5 years.

I can say with confidence that the Board works more effectively than it did under the recalled President and Treasurer.   

Karin Hu – San Leandro Way
During my first term as a Board Director, I focused on understanding the information and reasoning behind Board decisions. As a retired neuroscientist, I have the time, discipline, and curiosity to ask questions and research answers.

Although my efforts to pause the CC&R election to allow time to reconsider potentially divisive CC&R provisions, or my efforts to limit unnecessary HOA spending were not successful, I remain eager to serve. I am committed to our shared goals: using HOA funds responsibly, enhancing our sense of community, and preserving the appeal of Balboa Terrace, including the architectural character and green spaces.

Adam Kunicki – San Leandro Way
Adam Kunicki has been a homeowner in Balboa Terrace since 2021 and believes a strong neighborhood is built on trust, flexibility, and mutual respect.

He supports an HOA that stays focused on its core responsibilities: maintaining shared infrastructure, communicating clearly, and stepping in only when something is genuinely disruptive. Homeowners should be able to make reasonable choices about their homes and yards without excessive rules or unnecessary approvals.

Adam values a Balboa Terrace that feels like a real neighborhood — people knowing their neighbors, gathering together, and coexisting comfortably. He believes good governance should be light-touch, practical, and designed to support community life rather than get in its way.

Robert Mann – Darien Way
As a neighbor for 27 years, I am deeply invested in the lasting beauty and value of Balboa Terrace. I believe in strict fiscal responsibility, spending wisely and saving responsibly, to ensure our easements and common areas always look their best. A recent highlight of this approach was successfully working with city departments to bring $80,000 of improvements to our Western Entrance along Junipero Serra.

However, we now face pressures beyond simple maintenance. Looking to 2026, I am fully committed to preserving the family-friendly character we all cherish. With new State and City zoning regulations, I will do whatever is needed to prevent six-to-eight story buildings from altering the unique scale of our community. I want to ensure Balboa Terrace remains a safe, welcoming haven for generations to come.

Nathan Ng – Darien Way
As a nine-year resident of Balboa Terrace, I work as an engineer in the South Bay. My wife and I welcomed two young children while living in Balboa Terrace and would like to see them grow up here in this community.

I am hoping to inject some new blood into the current board. I am focused on 1) advocating for homeowner protection and interests in regards to the new CC&R changes, 2) promoting fiscal responsibility by reducing expenses and legal expenditures and 3) addressing the high density housing issue.

We may not always agree, but we all want a well-run, respectful community. I’m committed to listening, collaborating, and finding balanced solutions.

Mary Rotunno – San Aleso Avenue
I moved to Balboa Terrace with my husband, two children and Beagle in 1999, when dues were around $50, homeowners opposed the Board’s proposed Architectural restrictions and elected a new Board. Today, I am retired, serve on nonprofit and corporate Boards, our 2026 dues are $644, and the Board is proposing to add Architectural restrictions to the CCRs as a legal deed restriction, expanding the Board’s control over our houses. As a Board member, I will strive to protect homeowners rights and safeguard HOA funds. I oppose the new CCRs and the Board’s use of HOA dues to maintain city-owned property on Junipero Serra ($3500 for mulch and compost per November 2025 minutes). I also oppose HOA funds for legal expenses (new 30-page CCRs and litigating against neighbors cost HOA over $100k from 2019-2024 per BTHA financial statements). Vote for Change!

Honoria Sarmento – San Leandro Way
2025 marks the end of my third year volunteering on the Board. I look forward to another year serving my community and neighbors as a Board member. I look forward to working with others to keep our neighborhood safe, clean and beautiful! This past year we have done lots of clean up of our common areas, fixed broken sprinklers, removed dead trees and replanted the Junipero Serra landscaping. In 2026 we have alleyways needing replacement and tree root damages to name a few. Meanwhile I continue to enjoy our little neighborhood and our historic homes. I look forward to another year of volunteering.

Mark Schneider – San Benito Way
I have been a homeowner in the neighborhood for nearly 25 years and truly value what makes our community a great place to live. I care about maintaining the character of the neighborhood, keeping common areas in good shape, while making sure decisions are made thoughtfully and responsibly.

For the past 25 years, I have worked as a healthcare consultant, which has given me experience balancing budgets, solving complex problems, and working with diverse stakeholders. I am interested in serving on the HOA Board to help ensure reasonable HOA fees while maintaining community standards that protect property values and allow homeowners reasonable freedom to remodel and improve their homes. I also believe board meetings should be productive, respectful, and well-run with a sense of decorum that encourages open discussion and collaboration. My goal is to contribute a practical, level-headed perspective in the best interest of the community.

William Thomen – San Aleso Avenue
I’ve been a resident of Balboa Terrace for the 12 past years and have served on the Board for most of this time. I was previously the Treasurer of the Association and am a CPA by training. My focus is to maintain and improve the appearance of our community so that it is a beautiful place for all of us to live. As a CPA, I believe in managing our finances in a fiscally responsible manner and in building a strong financial reserve so that we can preserve the quality and beauty of our historic infrastructure.

William Tucker – San Benito Way
My wife and I are pleased to live in Balboa Terrace and be back in San Francisco after first living in the Inner Sunset. We immediately fell in love with Balboa Terrace’s unique architecture and community spirit, and want to ensure that the neighborhood stays strong, vibrant and inclusive. I recently retired from a 20-year career as a senior research administrator at the University of California, where I managed teams who supported innovation and technology commercialization. In this role I worked closely with university leaders, business executives, legal counsel and elected officials on operational, budgetary and policy issues. I look forward to using my skills and prior neighborhood experience in Oakland to advance our community and the quality of life we experience, and am committed to hearing from HOA members on the issues impacting our association..
